To avoid imbalance in the proposal, it is good to develop an allocation, (before you ever start writing), of the number of pages you will devote to each section.
Provide a clear and concise discussion of the proposed project. Tie the discussion into the specific SBIR/STTR solicitation and agency.
Identify the significance of the problem, background, related research or R&D, key personnel (including brief resumes), facilities, commercialization potential and applicant’s previous SBIR/STTR award history.
