Evaluation criteria - Phase I

      Scientific / Technical quality: The idea and its approach must be innovative and provide a scientific or technical significance.

     Ability to carry out the project:  Provide qualifications of key personnel, adequacy of facility and equipment and a work plan to control progress toward proving the feasibility of the concept.

      Significance of technical and/ or economic benefits:  The project could lead to a marketable product or could attract further development funding

  Evaluation Criteria – Phase II

      Degree to which Phase I objectives were met

      Commercialization potential:  The project must have a high degree of commercialization and commitments of financing from private non-SBIR/STTR sources
